Using words that are not emotionally inert (such as spy) colours the issue from the get-go. This is a device which allows law enforcement officers to observe a subject, be it a crime or suspect or location, from a distance. Just like binoculars. Why havent we protested the binoculars?

Just read that Telegraph article, as if it wasn't bad enough with pedestrians on the tracks, people driving round railroad crossing gates and leaving rubbish on the track, people are now stealing the tracks...
It may seem like theft to some, but it is tantamount to manslaughter. I commend tools which help better police the railways, but as with all things it can be abused.
