It's not really ballsy when you're either too stupid to realize the danger of something, or too corrupt to care. More likely the latter.
Can be factors too, me guess. There's the famous Swedish Wasa Kingship. The king insisted on a third row of cannons, and the ship sank on the way out of the habor! The hazards of leadership by fear. :-)
