I saw some of those in Austrian cities last year, controlling traffic access to day-time pedestrian only areas. Anyone driving a car at those speeds in the narrow winding streets of Salzburg deserves to have their vehicle destroyed!
They get used a lot to protect shop windows and garages from ram raids, when there is the need for occasional access. Generally they don't need all that protection, as the vehicle is only a large 4wd at slower speeds.

I didn't hear how fast the truck was going, but it seemed about 50-60 at the end.
That's great for security, but hardly what you want as a crash protection system. I guess they need a layers approach of bollards for a secure area.
