In California, for most of the year the light is not so fickle. There is little or no cloud, and so the suns progression is the only change in light, it becomes predictable, and a shot will be available for some time.
However at sunset or sun rise things happen very quickly, you can see the shots I took the other day were mostly within an hour, and all of the carrier were within 10 minutes, going from sunset to artificial light.
I sometimes look at the clouds to see if it's worth waiting for good light to come back, is the sun coming back in 5 minutes, or tomorrow? All adds to the fun, and helps get a few extra photos.
Didn't Ansel Adams have something to say about wasting time waiting for light, you should go and see what's around the corner?
