This is a photograph. Taken with long exposure at night with a moving camera.
But I think it's not a bad thing at all if one views it as a painting, or simply as "a picture".
In fact, at my very first public exhibition of photographs, a visiting artist commented to somebody else that at first he had thought that the photos (B/W prints) were drawings or graphic art. I liked that. For me, a picture is a picture is a picture.
