Good question. Which is why I often label such things under the heading of "art or sport?" Does it make it better art? No, but arguably it makes it more interesting.
And in the case of Paul, with his cerebral palso, he simply can't control a pencil, so without an aid like the typewriter, he could not make his art.
Based on this video and the images of his work I could find, you wouldn't be able to tell it was done with a typewriter if you didn't already know. Besides, it's the end result that counts, not how you get there.
