Being such a small country, Denmark has a hard time funding movies and TV series, but yet occasionally they come up with something great. For example The Pusher and its two sequels.
Yes. Cheap digital production helps a lot. I think all the "Dogma 95" movies from the nineties were shot on Standard Definition digital video cameras. Not even HD.
I guess they've done quite well for a country of - what, 5 million? Trier is a bit of an embarrassment, admittedly, but still...he's known. He is an unjustifiably arrogant prick, but most Danes seem to have that quality (present company excepted...for the most part ;-))...comes from living in a full blown Nanny State I guess.
I actually think that Danes quite rarely are arrogant. Trier and me, perhaps, and I once saw a race driver on the telly, forget his name, who deserved a medal more just for his delightful arrogance. But I general I think they are too laid-back. And the Law of Jante keeps them in check.
So it seems: shot on Sony PC-7E and then blown up to 35mm. Maybe Winterberg was allowed a smaller budget to play with. Or more likely they wanted to start experimenting with DV at this point (1998).
I am downloading Festen now to see how grainy it looks.
I saw it in the cinema back in the day. Worked well, you never noticed anything off. The story is pretty captivating though, I think. This was before I thought much about image quality in video.
If I recall right, there's some scenes in low light, where the low fidelity is an added effect more than it's a flaw.

I think Trier first used digicams in Dancer in the Dark (2000).
Hmm, OK. I was sure The Celebration was shot on DV, and I thought I'd heard of the others being too.

... haha, I watched it with a friend whose father is a real Biggie Nasty. My friend was actually booing the nasty patriarch in the movie! :-)
