National identity service, what does that mean?

I doubt it has an official and precise definition, but I think it means simply a collected database where people can look up anybody and get all kinds of facts about them. Such a service would be gold, even if we only consider sales value to advertisers, much less to bounty hunters, private investigators, lawyers, insurance agents and investigators, etc etc.
