Ahhh ... brings back memories :-) In a previous life (way back when I had a boss) I saw plenty of this type of 'workplace' training film, usually sales - orientated ... many of which used the undoubted skills of a certain Mr. John Cleese! :-)
I've been submitted to a few training videos in my life, and I don't think this one is legitimate. It is a great spoof though, as it captures the blandness and PCness (and crappy background music) of these videos admirably.
For another take on what does/doesn't constitute sexual harassment in the workplace, this Saturday Night Live skit is hilarious:

Note: Tom Brady (the pretty boy in the skit) is the quarterback for the New England Patriots, an American Football team.
