This just in : it seems this story was a scam. According to a reliable French news weekly, the lady abided by an "official" phone call, but after this incident made the news, the police informed her that: 1- There was no law on garden gnomes styles, and 2- Nobody among local authorities was even informed of a complaint until the newspapers wrote about the story.
In conclusion, it seems that some anti-democratic low-life impostor neighbour posed as an official to order that woman to clothe her gnomes. Which therefore promptly recovered their initial nakedness!
